Europe and China: Global Trendsetters in Sustainable Development?

欧洲和中国:全球可持续发展潮流的引领者?

This seminar series is aimed for experts, academia and the general public interested in sustainable development. The series is structured into four online sessions that focus on the (1) internationally agreed global goals and their implementation in the COVID-19 era, (2) the European Union and China as global trend setters in sustainable development, as well as transforming (3) China´s and (4) Germany´s economies and societies towards sustainability. The topics cover economic, social and environmental aspects.  

Each seminar can be attended as a singular event. Participants who follow four sessions and pass an online test will be able to earn a certificate of achievement.

本系列研讨会的目标群体是对可持续发展感兴趣的专家、学者和民众。该系列将分为四场在线研讨会,重点关注(1)国际商定的可持续发展全球目标及其在疫情期间的实施,(2)欧盟和中国作为可持续发展全球趋势的制定者,以及(3)中国和(4)德国的经济和社会向可持续的转变。主题涉及经济、社会和环境等方面。

每个研讨会都可以作为一个单独的活动参加。参加全部四场研讨会并通过在线测试的参与者将获得成就证书。

The 2030 Agenda for Sustainable Development, adopted by all United Nations Member States in 2015, provides a shared blueprint for the sustainable development of the people and the planet. At its heart are the 17 Sustainable Development Goals (SDGs), which are an urgent call for action by all countries. Together with the Paris agreement, which is set to limit global warming to below 2 degrees, the SDGs form a framework for international cooperation and for a global partnership. 

COVID-19 emphasizes global risks and showcases how interconnected the world is. As a result of the current crisis, most governmental recovery plans emphasize sustainability or greening. The European Union’s overall aim is to be the first climate neutral continent by 2050. China has announced to target climate neutrality by 2060.  

The European Green Deal, a comprehensive growth strategy by the European Union, aims to make Europe’s economy, regions and societies sustainable. For this purpose, the EU is providing its member states and regions with over 100 billion € in funding. In China the broad concept Ecological Civilization has been rooted in the constitution. 

China and the European Union, including its 27 member states, count for more than 30% of the world’s economic output. Thus, the sustainable trade, finance and development policies formulated in Brussels and in Beijing have far reaching consequences also for setting the international standard. 

Whether or not these global, regional and national goals and policies can be accomplished, will be decided at the local level. Many cities have taken a nationwide leading role in localizing and developing sustainable solutions in urban living labs. Also less densely populated towns and rural areas’ contribution to these global sustainability goals are essential. These areas are not only housing half of the world’s population, they are also the source of food, energy, clean water and air.  

Despite increased public awareness, new policies and funding opportunities, many challenges remain. As the Climate Action Tracker (CAT) showcases, only a handful of countries are on track to fulfilling the Paris agreement. Neither China nor any EU country are among them.

 

2015年,由联合国全体成员通过的《2030年可持续发展议程》为人类和地球的可持续发展描绘了共同的蓝图,作为其核心的17项可持续发展目标(SDGs)是对所有国家采取行动的紧急呼吁。可持续发展目标与《巴黎协定》(将全球升温限制在2度以下)一起,构成了国际合作和全球伙伴关系的框架。

新冠疫情突出了全球风险,并展示了世界的相互联系。鉴于当前的危机,大多数政府的复苏计划都强调可持续性或绿色化。欧盟的总体目标是到2050年成为第一个气候中立的大陆,中国已经宣布要在2060年前实现气候中立的目标。

欧盟绿色协议是欧盟的一项全面增长战略,旨在使欧洲的经济、地区和社会具有可持续性。为此,欧盟向其成员国和地区提供了超过1000亿欧元的资金。在中国,生态文明这个大概念也已根植于宪法。

中国和欧盟,包括其27个成员国,占世界经济总量的30%以上。因此,由布鲁塞尔和北京制定的可持续贸易、金融和发展政策对制定国际标准也有深远的影响。

然而,这些全球、地区和国家的目标和政策能否实现,最终将取决于地方一级。许多城市已经在全国范围内发挥了主导作用、在城市生活“实验室”中制定了地方化的可持续解决方案。此外,人口密度较低的城镇和农村地区对这些全球可持续发展目标的贡献也是至关重要的。这些地区不仅是世界一半人口的居住地,也是食物、能源、清洁水和空气的来源。

尽管公众的认识有所提高,新的政策和筹资机会不断涌现,但目前仍然存在许多挑战。正如气候行动跟踪系统(CAT)所显示的那样,只有少数几个国家正在履行巴黎协定,而中国或任何欧盟国家都不在其中。

Dr. Kees Baldé

Dr. Kees Baldé is a Senior Programme Officer at the Sustainable Cycles Programme at the United Nations University. He is the focal point for statistics, builds capacity in developing countries, gives policy advice to countries on e-waste, supervises staff and strategically develops the team. He is the main author of the Global E-waste Monitors that he prepared together with the Global E-waste Statistics Partnership. In the EU, Kees is involved in research projects focusing on circular economy, urban mining and critical raw materials (e.g. ORAMA and ProSUM).

Niclas Svenningsen

Niclas Svenningsen is the Manager for Global Climate Action at UNFCCC. He is responsible for UNFCCC’s different initiatives related to engaging non-party stakeholders (private sector, civil society, cities, etc) in climate action. This includes work with a diversity of sectors, ranging from industry, energy and oceans to fashion, tourism and sports, as well as many different stakeholder groups including governments, youth, universities, researchers, innovators and many more.

Xiaoxiao Milz-Chen

Xiaoxiao Milz-Chen is an enthusiastic professional in the fields of Corporate Social Responsibility (CSR), Corporate Sustainability and cross-sectoral partnerships with many years of working experience in multinationals (Siemens, Volkswagen, Lenovo) and NGOs (Junior Achievement). Currently she works for a major German tech start-up, FlixMobility. FlixMobility is a global mobility provider offering new alternatives for convenient, affordable and environmentally friendly travel via FlixBus and FlixTrain. She is leading the corporate sustainability efforts and shaping the journey to achieve the company’s climate vision: 100% carbon neutral by 2030.  Having worked both in China and Germany, at the unique intersection of business and social sectors, Xiaoxiao keeps driving Sustainable Development Goals in the corporate arena. As one of the earliest practitioners of CSR in China since 2008, she has helped to build bridges between multinationals and their diverse Chinese partners incl. governmental bodies, foundations, NGOs, academia, media and local communities. She obtained an Executive Master of Public Administration degree at the Hertie School of Governance in Berlin.

Philip Vaughter

Philip Vaughter joined the Education for Sustainable Development Programme at the United Nations University Institute for the Advanced Study of Sustainability (UNU-IAS) in June of 2015. A native to Minnesota in the United States, he received an undergraduate degree in biology from Iowa State University in the United States and a post-graduate degree in Environmental Sciences from University of Victoria in New Zealand before returning to Minnesota to complete his PhD in Conservation Biology with a focus on Environmental Policy.

Philip Vaughter于2015年6月加入联合国大学可持续性高等研究所的教育促进可持续发展项目组。他是土生土长的美国明尼苏达州人,在美国爱荷华州立大学获得生物学本科学位,并在新西兰维多利亚大学获得环境科学研究生学位,之后回到明尼苏达州完成保护生物学博士学位,重点研究环境政策。

 

Janne Leino

Janne Leino, Vice Director of RCE Hangzhou and Chief Representative of the Hanns Seidel Foundation’s (HSF) Representative Office in Zhejiang, China. Janne Leino has been leading projects on sustainable development in China since 2015. In these projects the focus lies on enabling policy level dialogues between German and Chinese officials as well as training practitioners in the field of education for sustainable development. Previously he was engaged with EU institutions in Brussels on topics like sustainable agriculture and environmental protection.

Tudor-Petru FABIAN

A multilingual policy analyst based in Brussels, working since five years as Policy Advisor to the MEP Iuliu Winkler, Vice-Chair of the International Trade Committee in the European Parliament. Primary area of activity is international trade, particularly EU-China relations and transatlantic trade and investment, with some additional focus on FDI Screening Mechanism, EU-Vietnam agreements and EU-Australia FTA negotiations. Previous work experience includes the EU Delegation in Seoul, South Korea, the International Crisis Group and NATO HQ in Brussels. The academic background is a Bachelor’s in European Studies at the University of Maastricht in the Netherlands, and a Master’s in EU Studies and International Relations also in Maastricht. Currently undergoing PhD research on hybrid threats at the Institute for European Studies of the Vrije Universiteit Brussels (VUB).

Dr. Christoph NEDOPIL WANG

Dr. Chistoph NEDOPIL WANG is the Founding Director of the Green BRI Center at the International Institute of Green Finance in Beijing, China; senior research fellow at the Central University of Finance and Economics (CUFE) in Beijing and the founder of two award-winning technology and innovation companies.

Christoph is a member of the Belt and Road Initiative Green Coalition (BRIGC) of the Chinese Ministry of Ecology and Environment. He has influenced sustainability policies of Chinese domestic and outbound business activities and provided research amongst others for the China Council for International Cooperation on Environment and Development (CCICED), the Ministry of Ecology and Environment, the Ministry of Commerce and multilateral institutions (e.g. UNDP, UNESCAP).

Christoph holds a Master of Engineering from the Technical University Berlin, a Master of Public Administration from the Harvard Kennedy School as well as a PhD in Economics. He has extensive experience in sustainability, innovation, corporate governance and finance. He has authored over 100 publications on sustainability, innovation, finance and corporate governance, including four book, such as “Navigating through Crises” or “Corporate Governance – Handbook for Board Directors”, published by the world bank.

Chistoph NEDOPIL WANG博士是中央财经大学绿色金融国际研究院绿色一带一路实验室负责人、中央财经大学高级研究员,也是两家获奖科技创新公司的创始人。Chistoph是生态环境部“一带一路”绿色发展国际联盟的成员。他影响了中国国内和对外商业活动的可持续发展政策,并为中国环境与发展国际合作委员会(CCICED)、生态环境部、商务部和多边机构(如联合国开发计划署、联合国亚太经社会)等提供研究。Chistoph拥有柏林工业大学工程学和哈佛大学肯尼迪学院公共管理学双硕士学位、柏林工业大学经济学博士学位。他在可持续发展、创新、公司治理和金融方面有着丰富的经验。他撰写了100多篇关于可持续发展、创新、金融和公司治理的文章,包括四本书,如世界银行出版的 "危机中的导航 "或 "公司治理——董事会成员手册"。

 

Jan Dresel

Jan Dresel is resident representative of the Moscow office of Hanns Seidel Foundation. Before he worked for 13 years for private businesses on the European markets and in Russia.

LI Liping

Director of Policy Research Center for Environmental and Economy, Ministry of Ecology and Environment of the People’s Republic of China, expert of the national environmental protection trainers' pool. She was awarded a second prize and a third prize of scientific and technological progress of the Ministry of Environmental Protection. She has presided over more than 40 ministerial and international cooperation projects and published more than 10 monographs in Chinese and English as the first author, and more than 70 articles in journals and magazines.

李丽平

生态环境部环境与经济政策研究中心国际环境政策研究所所长,国家环境保护培训师资库专家。获环境保护部科技进步二等奖1次,三等奖1次。主持部级及国际合作课题40余项;独著1部,以第一作者出版中英文专著10余部,发表期刊报刊文章70余篇。

 

LIU Keqin

Researcher, executive director of Liangshan College (Lishui) China, expert of Zhejiang Provincial People's Congress think tank, consultant of higher education development planning of the Ministry of Education. He is also leader of Zhejiang Provincial Social Science Key New Specialized Think Tank and the Zhijiang Science and Technology Think Tank Research Base. His research interests include higher education and higher vocational and technical education. He has presided over more than 20 research projects of the National Social Science Foundation of China and published more than 20 papers in journals such as Education Research. He has published five monographs, including “Farmer's College”, and more than 20 articles in magazines such as “Education Research”.

刘克勤

研究员,中国(丽水)两山学院执行院长,硕士生导师、浙江省人大智库专家。浙江省社科重点新型专业智库负责人、之江科技智库首批研究基地负责人。教育部高等教育发展规划咨询专家。研究方向为高等教育、高等职业技术教育。主持完成国家社科基金等研究项目20余项,在《教育研究》等杂志上发表论文20余篇。出版专著《农民学院》等5部。

 

Prof. LI Youping

Vice dean of College of Environmental Science and Engineering, China West Normal University, director of the Center for Environmental Education, and instructor of the Environmental Education Association. He is a senior member of the Chinese Society of Environmental Science and a director of the Sichuan Environmental Science Society. He has been awarded as the National Advanced Individual in Environmental Science Popularization in the 12th Five-Year Plan, the First Ten Green Pioneers of Sichuan Province, and the Teacher of Educational Reform and Innovation Development in Sichuan Province.

李友平

西华师范大学环境科学与工程学院副院长,环境教育中心主任,环境教育协会指导教师。中国环境科学学会高级会员,四川省环境科学学会理事。先后被评为全国十二五环保科普先进个人,四川省首届十大绿色先锋,四川省教育改革创新发展典型案例教师等。

 

Dr. PAN Yaozhen

Dr. PAN is PhD in Comparative Education from East China Normal University, she is a teacher at the School of Education of Zhejiang International Studies University, she is also a part-time researcher at Zhejiang STEAM Education Collaborative Innovation Center, and a researcher at Illinois Institute of Technology. She studied at Illinois Institute of Technology for 4 years in the United States of America. Her research interests include science education, STEM education and sustainable development education, and teacher training in STEM education.

潘瑶珍

华东师范大学比较教育学博士,浙江外国语学院教育学院教师,浙江省STEAM教育协同创新中心兼职研究员,留学美国伊利诺伊理工大学4年,研究领域为科学教育,STEM教育与可持续发展教育,从事STEM教育教师培训。

 

Thomas Pfluger

Thomas Pfluger, electronic engineer of the technical university of Munich, Bavaria is member of the Municipal Council of the city of Wildpoldsried. He is specialised in all subjects of renewable energy gener-ation and usage and will present Wildpoldsried, a small community in the south of Germany with about 2600 Citizens, which generates from renewable energy sources more than 7,5 times of the local needs. With the help of research projects for renewable energy the local grid became a smart grid and is opti-mized in a continuous improvement process. Last year Wildpoldsried was awarded with the gold medal as the best energy community in Europe with over 92 %. Before Corona more than 100 visitor groups from all over the world a year came to get information’s about the Success story of Wildpoldsried.

Thomas Pfluger,慕尼黑工业大学的电子工程师、维尔德波尔茨里德市议会的成员。他擅长可再生能源的产生和使用的相关主题,并将介绍维尔德波尔茨里德市,一个位于德国南部、约有2600名市民的乡镇——其可再生能源发电量是当地需求的7.5倍以上。在可再生能源研究项目的帮助下,当地形成了一个智能电网,并在不断改进的过程中实现了优化。去年,维尔德波尔茨里德市获得了欧洲最佳能源社区的金奖,投票率超过92%。在疫情爆发之前,每年有超过100个来自世界各地的访问团前来了解维尔德波尔茨里德市的成功故事。

 

Dr. Christian Büttner

Dr. Christian Büttner is director of the RCE (Regional Center of Expertise of the United Nations University) Nuremberg and director Institute for Pedagogy and School Psychology Nuremberg. Since 2012 Dr. Büttner is member of the German delegation for ESD at the United Nations Economic Commission for Europe (UNECE) and takes part in the sections teacher training and vocational schools. In 2015 he was nominated by the Federal Ministry of Education and Science to be Member of the target group “Citizenship and Cities” of the National Platform of Education for Sustainability Development (ESD) in Germany and appointed to be Speaker of the German RCEs in 2016.

Christian Büttner博士是联合国可持续发展教育(纽伦堡)专业区域中心(RCE Nuremberg)主任、纽伦堡教育学和学校心理学研究所所长。自2012年起,Büttner博士是联合国欧洲经济委员会(UNECE)德国可持续发展教育代表团的成员,并参与教师培训和职业学校的部分工作。2015年,他被联邦教育和科学部提名为德国可持续发展教育(ESD)国家平台 "公民与城市 "目标小组成员,2016年被任命为德国RCE发言人。

 

Dr. Michael Klaus

Dr. Klaus is leading the Project “Development of Rural Areas in China”, a component of the “Regional Project China” of the Hanns Seidel Foundation. He started his professional career as civil servant at the Bavarian Administration for Development of Rural Areas and was transposed to University of Technology Munich, where he worked from August 1995 to February 2019 at the Chair of Land Management. In May 2012, he was appointed by the Hanns Seidel Foundation as the Chief Representative of the Foundation's Rural Development Program, and is responsible for the work of the Sino-German Education and Research Center for Landmanagement Qingzhou. In March 2019 he was transposed as Director to the Bavarian Administration for Rural Development.

克劳斯博士负责领导汉斯·塞德尔基金会“中国区域项目” 中的“中国农村地区发展”项目。他起初任职于巴伐利亚州农村发展管理局,并作为公务员调任至慕尼黑工业大学,从1995年8月到2019年2月在该校土地管理系任教。2012年5月,他被汉斯·塞德尔基金会任命为农村发展项目首席代表,负责中德土地整理与农村发展培训中心的工作。2019年3月,他从慕尼黑工业大学调回上巴伐利亚地区农村发展局,并担任部门负责人。

 

Marianne Kettunen

Marianne Kettunen (MSc) is the Head of Global Challenges and SDGs Programme at the Institute for European Environmental Policy (IEEP). Marianne leads IEEP’s portfolio of work aimed at improving EU’s contributions to the delivery of Sustainable Development Goals (SDGs) in the global context, in particular the role of environment and environmental policies in delivering social and economic benefits. This includes the integration of environment into trade policy and addressing the global spillover impacts of European consumption and production. Marianne is the lead author of recent IEEP flagship policy reports on trade, including delivering an EU Green Deal for trade and the environment, and improving policy coherence between EU circular economy and trade to support sustainable development. She is currently leading multiple projects linked to ‘greening’ of trade, including the assessment of ecosystem and biodiversity impacts in the context of EU trade negotiations.

Registration for each seminar is open until 20:00 (China Standard Time) / 13:00 (Central European Time) the day before each seminar.

Participants who want to join more than one seminar please note the session number in your registration mail. After registering, you will receive an email with the login details as well as access details to the series´ learning platform. All the seminars will be held via Zoom. Login time will start 15 minutes prior to the seminars.

Certification

By registering to all events and after successfully completing an online test, which is based on the seminars, the Hanns Seidel Foundation and RCE Hangzhou, a registered institute at the Zhejiang International Studies University and acknowledged by the United Nations University, will issue a certificate of achievement.  
只要报名参加所有会议,并成功完成以研讨会内容为基础的在线测试后,汉斯·赛德尔基金会和联合国可持续发展教育(杭州)专业区域中心将为学员颁发成就证书。

The recordings of the seminars and further reading material will be available on the learning platform.
