Scaling Investment in Climate Resilience: A Policy Agenda for EU-China Cooperation

Climate change impacts are accelerating faster than financial systems can adapt. Climate-related disasters displace around 20 million people annually, while adaptation needs in developing economies could reach USD 350 billion per year by 2035, far exceeding current finance flows. For both the EU and China, climate risks have become structural economic and security challenges. The outcomes of COP30, including the GGA indicator framework and the commitment to triple adaptation finance by 2035, shift the focus from negotiation to implementation. Translating these goals into bankable projects makes EU-China cooperation essential.
