Visit to Germany by academics from the Central Party School

The Hanns Seidel Foundation with its project office in Beijing invited five academics from the Central Party School (National Academy of Administration) in China to a dialog visit to Germany from June 2-7, 2024.

In Germany, the researchers gathered information on the current political situation, innovations and social governance at municipal level, the historical and philosophical factors influencing political and administrative design, as well as municipal self-administration, citizen participation and civic engagement.

In addition to talks with politicians at local, state and federal level, there were also lectures and discussions by and with philosophy, political and administrative academics. In particular, historical and philosophical comparisons between Germany and China with regard to administrative thinking and the resulting basic principles of state administration aroused great interest on both sides. The wealth and structure of civic participation and volunteering in Germany left a great impression on the guests from China.

Cooperation between the HSS and the Central Party School

The cooperation between the Hanns Seidel Foundation (HSS) and the Central Party School has been in existence since 1999. The topic-oriented cooperation provides a framework for exchange and discussion and enables both sides to gain insights into current political and academic debates in the other country.

The focus of the cooperation is the “Politics, Society, Law” dialog programme. The aim is to facilitate a broad-based, trusting dialog on social, socio-political, educational, cultural and economic issues in the context of the far-reaching transformation processes in China. The political dialog is intended to contribute to a better understanding between the Federal Republic of Germany and the People's Republic of China and to identify possible alternative courses of action, thus promoting the gradual development of good governance structures.
