The Ministry of Education (MoE) is China’s highest educational authority. Its responsibilities include policy guidance on all education-related matters at the macro-level, and the drafting of relevant laws and regulations. The Ministry of Education is the Hanns Seidel Foundation’s institutional sponsor and main partner for its development work within China’s educational sector.

The areas of cooperation include the promotion of reform in elementary, primary, secondary and tertiary education, with a primary focus on vocational education through policy dialogue, consulting and the implementation of model and pilot projects.

The Foundation also cooperates with the Ministry of Education through:

  • Advising both the Ministry and local education commissions on general and vocational education
  • The conceptual development and testing of educational model and pilot projects
  • Promoting education in less developed areas of China
  • Educational policy symposia and workshops

The Chinese People’s Association for Friendship with Foreign Countries (CAFFC) cooperates with over 115 countries worldwide, serving as a bridge for China’s foreign policy. The association’s core work is promoting China’s manifold political, economic, academic, cultural and technological relationships with foreign countries.

The cooperation between the Chinese People’s Association for Friendship with Foreign Countries and the Hanns Seidel Foundation places special emphasis on policy dialogues regarding socio-political, economic and cultural topics, and the promotion of gifted and talented students from less developed areas of Western China.

The Foundation also cooperates with the CAFFC through:

  • Specialized seminars with parliamentarians in China and Germany
  • Information exchanges between high-ranking politicians
  • A scholarship program in China

The Central Party School (CPS) is the Communist Party of China’s most important educational institution. It is responsible for training upper-middle-level cadres and political leaders, and, as one of the country’s most prominent think tanks, is important in cultivating future generations of political experts for the Chinese government.

The cooperation between the Central Party School and the Hanns Seidel Foundation places special emphasis on an academic and policy dialogue focusing on socio-political, legal and economic topics.

"Politics, Society, Law", the Foundation’s dialogue program with the CPS,  includes:

  • Academic exchanges and symposia
  • Expert delegations
  • Informational exchanges and discussion forums with German political representatives
  • Research scholarships for young academics

The All-China Women’s Federation (ACWF) is the biggest women’s organization in China. The federation is an advocate of women’s rights and interests that promotes gender equality. 

Through the cooperation between the All-China Women’s Federation and the Hanns Seidel Foundation emphasis is placed on enhancing women’s role in family and society and promoting professional career of women.

The Foundation’s cooperation with the ACWF includes:

  • Information exchange between political representatives from Germany and China
  • Symposia and seminars centering around gender equality and participation of women in China and Germany
  • Vocational training of women from Western China

The Land Consolidation and Rehabilitation Center (LCRC) is under the Ministry of Land and Resources (MLR). Its main responsibility is planning and implementing land consolidation projects inside China.

The cooperation between the Land Consolidation and Rehabilitation Center and the Hanns Seidel Foundation has placed special emphasis on the establishment of a national education and research center to foster sustainable development in rural areas.

The Foundation’s cooperation with the LCRC includes:

  • Development of rural development concepts
  • Symposia and seminars on land consolidation and rural development
  • Elaboration of feasibility studies
  • The creation of an interdisciplinary expert pool

The Education Association (EA) is directly under the Ministry of Housing and Urban-Rural Development. Its main responsibility is the promotion of vocational education in the construction sector and automotive-related fields.  

The cooperation between the Education Association and the Hanns Seidel Foundation places special emphasis on counseling related to the implementation of vocational training projects and activities within the construction and automotive related fields.  

Cooperation between the Foundation and the EA includes:  

  • Assisting in the adjustment and development of job profiles, as well curriculum development
  • Personnel certification
  • Pilot project implementation (dual vocational training in automotive-related mechatronics and the building of system technology)
